Speaking on the subtopic of "The important role of the State and the private sector in promoting scientific research," Dr. Samuel Pierre candidly described the roles of the State and the private sector in both fundamental and applied research. "The State must support fundamental and applied research through fiscal policies that incentivize the private sector to invest in applied research. Without incentivizing fiscal policies, the private sector will not be motivated to support applied research. Appropriate public and fiscal policies are needed. The private sector has a role to play in supporting applied research," Mr. Pierre argued.

Furthermore, the expert explained how to harmonize the role of each actor, namely the State and the private sector. "The best way to support and energize fundamental research is for it to be taken on by the State, as private enterprises tend to underinvest in fundamental research and overinvest in applied research," added Samuel Pierre, recommending that government authorities provide fiscal incentives to encourage the private sector to invest in research and development. He noted that research activities in Haiti are financed by international organizations.
