In a tweet on Thursday, July 25, 2024, Prime Minister Garry Conille instructed the Anti-Corruption Unit (ULCC), the Superior Court of Auditors and Administrative Disputes (CSCCA), the General Inspectorate of Finance (IGF), and the Government Commissioner at the Court of First Instance of Port-au-Prince to conduct a "joint investigation" into a "significant suspicion of corruption" surrounding the sale of fuel to the Bureau of Monetization of Development Aid Programs (BMPAD), which resulted in the misallocation of several million dollars by the Haitian state. The contract in question, between BMPAD and the firm Preble Rish Haiti SA for the acquisition of petroleum products, was signed in 2020 during the presidency of Jovenel Moïse.

President Moïse, in an interview with Le Nouvelliste, had denounced this contract, which sparked a commercial dispute. "Article 6 of the contract between the Haitian state and the company Preble-Rish respects the price listed in the minutes of the bidding process, which is Platt’s index + 8.11 cents per gallon for gasoline and Platt’s + 6.55 cents per gallon for diesel. But in annex number 1 of the same contract, these prices are no longer in cents but in dollars per barrel," President Jovenel Moïse revealed in the interview. The case was brought before a federal judge in New York, USA.
