The Anti-Corruption Unit (ULCC) continues to fulfill its mission by producing reports that bring to light the serious acts of alleged corruption by public fund managers in Haiti. These reports, each more shocking than the last, have been consistently submitted to the judiciary over the past several years, revealing the persistent and deep-rooted nature of corruption in the country. The latest reports submitted by the ULCC to the justice system on Tuesday underscore this ongoing issue.
While the ULCC's reports are not judicial verdicts, the accused individuals must be given the opportunity to defend themselves in court. Is the Haitian justice system aware of its responsibility to aid in the fight against corruption in the country? Over the past 20 years, the ULCC has transmitted nearly a hundred reports to the Haitian judiciary for further action. Surprisingly, only one conviction has been secured from these reports, which document intricate corruption schemes within the Haitian public administration. In addition to this lone conviction, four case closures have been issued, including one dismissal. These revelations were made public by the ULCC this week, just before the release of new reports implicating former Minister of Planning and External Cooperation, Aviol Fleurant, in allegations of illicit enrichment.
