The sale of weapons and ammunition at the border with the Dominican Republic is an open secret. Gang leaders, such as "Lanmò san Jou," flaunted their acquisitions during the summer of 2024, shortly before launching a bloody offensive in Ganthier. They implicated individuals from Fond-Parisien in this trafficking. Observers, well aware of the security and defense apparatus in the Dominican Republic, have pointed out that this illegal trade would not thrive without connections between members of the security forces and criminal networks operating on both sides of the island.
In an effort to tackle this issue with transparency, the Dominican authorities provided updates on the outcome of Operation Pandora, which began in October 2024. This operation followed a joint request from the Ministry of the Interior, the police, and the director-general of the Dominican National Police. According to a statement from the Dominican National Police, “The public prosecutor launched Operation Pandora against a criminal network composed of national police officers, headed by the colonel in charge of the police armaments department. This network stole more than 900,000 rounds of ammunition.” The statement was issued on November 17, 2024.
