A respected career magistrate with a strong reputation in the judicial sector, Jean Wilner Morin is also a former journalist, teacher, communicator, pastor, and holds a master's degree in Educational Sciences. He takes the helm of the Office of the Protector of the Citizen (OPC). Formerly the deputy secretary-general of the Haitian Journalists Association (AJH) and past president of the Haitian National Magistrates Association (ANAMAH), Me Morin is now tasked with defending Haitian society against human rights violations at a time when gang-related criminal activities exacerbate the country's human rights crisis.

During the inauguration, Minister Augustin Antoine described the chaos and the human suffering faced by the population, urging Magistrate Morin to understand the complexity of his role. "The task ahead of you will be heavy given the current context. There are many demands for justice and fairness. Citizens expect answers to their problems," stated the Minister, reminding the new protector that the OPC is a cross-cutting institution bridging the state, citizens, and society. "The protector is someone neutral, without bias. He is here to listen to citizens and find solutions to their problems and needs," he emphasized.
