The state’s loss of control over territories has become an undeniable reality. Armed groups issue threats, invade zones, kill, burn, and commit heinous acts of violence. In 2023 alone, gangs loyal to "Izo 5 Segond" attacked Carrefour-Feuilles, forcing thousands of families to flee. The situation in 2024 was no better. Starting in January, residents of Rue Laraque and surrounding areas reported gang activity. Dozens of armed bandits systematically looted homes along Rue Edmond Paul, Rue Villedrouin, Avenue Muller, and Rue Alexandre. These were not isolated incidents; residents of Avenue Magloire Ambroise, Rue Cameau, and nearby streets lived in constant fear under relentless threats.

On February 29, 2024, what began as a peaceful day turned deadly as gunfire rained down on Toussaint Louverture International Airport in the morning. Several facilities were hit, including a passenger plane. News soon broke that the armed coalition "Viv Ansanm" claimed responsibility for the attack. Port-au-Prince and its surroundings descended into chaos. Gunfire echoed, and all activity ground to a halt.
