Haiti began 2025 still plagued by gangs, lawless neighborhoods, and national roads occupied by criminal groups. While the Haitian National Police (PNH), in collaboration with the Armed Forces of Haiti (FAD’H) and the multinational force led by Kenya, continues its operations against the gangs, the security conditions in the metropolitan area of Port-au-Prince remain the same as they were in 2024. The communes of Carrefour, Cité Soleil, Croix-des-Bouquets, parts of Tabarre, Delmas, and Pétion-Ville remain under gang control. Additionally, the commune of Gressier and neighboring areas of Croix-des-Bouquets can be added to this list. In some of these communes, searching for the presence of the state is futile. Courthouses, public hospitals, tax offices, and other government institutions have all been forced to shut down. In other areas of the metropolitan zone, state presence is only partial.
A United Nations report in 2024 indicated the presence of 150 to 200 armed groups operating across the country. The report identified approximately 23 gangs active in the metropolitan area of Port-au-Prince, split into two main coalitions: G-Pèp, led by Gabriel Jean Pierre, also known as Ti Gabriel, and G9 Fanmi e Alye, led by Jimmy Chérizier, known as Barbecue. "In recent months, the two rival factions have joined forces in coordinated attacks targeting the airport, the National Palace, the National Theater, hospitals, schools, police stations, customs offices, and ports, effectively imposing their will and expanding their territories," noted the report published in 2024 by the United Nations Office on Drugs and Crime (UNODC).
