The Ministry of Foreign Affairs (MAE) has instructed the embassy and consular posts in the USA to "urgently establish, as soon as possible, a monitoring and emergency unit within each mission to assist and support Haitians who might potentially be affected by these decisions," referring to "recent decisions by the U.S. government regarding the arrest and deportation of migrants in irregular situations," according to a circular dated January 24, 2025.

"Each unit will be tasked with gathering information to better guide, orient, and inform Haitian nationals within their jurisdiction on their recognized rights in cases of arrest, incarceration, preventive detention, or any other form of restrictive measures, in accordance with U.S. law and international conventions ratified by both states," the MAE circular stated.
