The Transitional Presidential Council consists of seven voting advisors and two observers. They enjoy all the privileges of the President of the Republic. If there was once debate about their status, the Court of Appeal of Port-au-Prince, through its ruling on the Banque Nationale de Crédit (BNC) scandal, has just affirmed that each presidential advisor is, in fact, a President of the Republic. Thus, the country has had nine presidents in office for almost a year. To what result?
Reality speaks for itself. Gang-controlled territories in the metropolitan area are expanding. After a brief period of calm, gang attacks on the neighborhoods of Carrefour-Feuilles and Fort National have resumed. Kenscoff has now joined the list of communes where the population no longer has the privilege of sleeping in peace. Day and night, calls for help to law enforcement—the Haitian National Police (PNH), the Armed Forces of Haiti (FAD’H), and the multinational force—resound on social media from neighborhoods under gang siege. Given this situation, a significant increase in the number of internally displaced persons is expected, which had already reached one million in September 2024, according to the UN.
