Minister Jean Michel Moïse has a project to develop the base of the Corps of Engineers of the Armed Forces of Haiti (FADH) in Bombardopolis, in the Nord-Ouest department. The firm BESADE SA was selected to carry out this work in the constituency the minister once represented as a deputy in the last legislature. On June 20, 2025, Le Nouvelliste learned, Minister Jean Michel Moïse submitted this contract to the CSCCA for review.

Prior to this project, there were others — including one for 32 million gourdes to purchase refrigerated food products, and another for 19 million gourdes for hygiene kits for new FADH recruits, intended to cover three months. These contract projects, conducted with “Iris Distributions” under the label “Defense and Security,” may receive unfavorable opinions, according to our source.
