The Minister of Commerce and Industry has announced a series of measures to control the entry of new and second-hand vehicles into Haiti—pèpè cars.

On paper, wanting to control the condition of imported vehicles, evaluate them, and prohibit certain ones from entering the territory sounds like a good idea.
