U.S. Chargé d’Affaires Henry Wooster, during a conference on the theme “Advancing U.S. Foreign Policy Priorities in Haiti: Deliverables and Next Steps” with journalists of the New York Foreign Press Center, gave an extensive explanation of Washington’s objective and the stakes of ratification by the UN Security Council of the gang suppression force, on Wednesday, September 24, 2025.
“What is the objective of the United States with regard to Haiti? We need a stable Haiti. Why? Because it is in the interest of the United States to have a stable Haiti. We do not want to see the rule of the strongest prevail over the state. That is precisely the issue: the survival of the sovereign entity that is the Haitian state in the face of illegality and gangs. And these gangs are a toxic mix that includes terrorists: two of them have been designated by the United States as foreign terrorist organizations: Viv Ansanm and Gran Grif. These two gangs are designated as foreign terrorist organizations (FTOs) and act as such—rape, looting, murder, intimidation, arson,” said Henry Wooster, who referred to the resolution before the Security Council regarding the gang suppression force.
