For several days, reports—particularly on social media—have shown clear signs of a rise in kidnappings in the metropolitan area of Port-au-Prince, following a significant decrease over the past few months. The communes of Delmas and Pétion-Ville are reportedly the most affected by this resurgence of abductions. Speaking on the Panel Magik radio program on Thursday, October 23, 2025, the Executive Director of the Episcopal Commission for Justice and Peace (CE-JILAP), Jocelyne Colas, confirmed this trend.

“Indeed, we have the impression that kidnapping has surged again,” confirmed Ms. Colas, while emphasizing that kidnapping had never truly disappeared. “We had the impression that they had stopped, but in reality, that wasn’t the case. It seems they were either preparing or waiting for orders to start again,” she added. This situation has caught everyone off guard, as, for the moment, law enforcement does not “seem to have a grasp on the reality of the kidnapping situation,” according to Jocelyne Colas.
