The Haitian State is working to strengthen the capacities of the Haitian National Police (PNH) and the Haitian Armed Forces at a time when, in parallel, several key partners are discussing the mobilization of resources for the Gang Repression Force (FRG), Le Nouvelliste learned from a government source on Monday, 8 December 2025.
The 2025–2026 budget of the Haitian National Police amounts to 33,306,753,434 gourdes, of which 6,775,000,000 are allocated to investment. The new administration is committed to executing this budget, said the source, who shared details on actions taken to strengthen operational capacities. “With regard to the armored vehicles, we ordered a total of 70, of which 10 have been delivered. Twenty are technically ready for shipment to Haiti, and the others will arrive in the first quarter of next year. The Bureau of International Narcotics and Law Enforcement Affairs (INL), under the U.S. Department of State, is already offering 25 armored vehicles ready to be delivered before the end of the year,” the source continued. “A memorandum of understanding between the Ministry of Justice and Public Security and the Ministry of Defense will allow for the joint use (police and FADH) of the Vertières base, and to this end, equipment and even a shooting range will be provided by the Americans,” the government source added.
