The “National Pact for Stability and the Organization of Elections” was signed by Prime Minister Alix Didier Fils-Aimé and several political parties and organizations. Together, they are turning the page on the failure of PM-President Ariel Henry and the Transitional Presidential Council (CPT). Neither Alix Didier Fils-Aimé nor his allies explained their own failures when embarking on this third phase of the transition. Like pure virgins, those who accompanied them and provided moral backing to the governance established after July 7, 2021 are now entrusting full executive powers to Prime Minister Alix Didier Fils-Aimé.

Fils-Aimé thus becomes, in effect, an all-powerful PM-President, protected by the Americans. He was even greeted with reverence after the ceremony presenting the pact. His mandate, according to this document, has no fixed end date: it will end after the elections are held, the first round of which is scheduled for August 2026.
