Prime Minister Alix Didier Fils-Aimé is expected to appoint, without delay, an acting director at the Directorate of Immigration and Emigration following the arrest, on March 23, 2026, of director Antoine Jean Simon Fénélon and nine other officials of the institution, as part of an investigation into the alleged issuance of “genuine-fake” passports, Le Nouvelliste learned from a well-placed source on Wednesday, March 25, 2026. “Immigration is closed. The justice system is carrying out its work. Prime Minister Alix Didier Fils-Aimé held a meeting this Wednesday with the Minister of the Interior, Paul Antoine Bien-Aimé. An acting director has been appointed in the meantime,” a government source told Le Nouvelliste.

“We must allow the justice system to do its work. The problem at Immigration is serious. It affects Haiti and all Haitians indiscriminately. There are individuals who obtained passports using only a photograph. This is a matter of national security. The acts committed are transnational crimes,” our source continued.
