The Minister of Planning and External Cooperation, Sandra Paulémon, in an interview with Le Nouvelliste, stated that better alignment of the cooperation framework is needed so that priorities are determined in Haiti, and expressed her dissatisfaction with the absorption rate of project financing, whether from external or internal sources.

“The cooperation framework exists, it works, but it must be better organized, better aligned, and better managed. For too long, aid has sometimes advanced according to its own logic. What we are doing today is putting the Haitian State back at the center,” the minister said during an interview in Washington, on the sidelines of the Spring Meetings of the International Monetary Fund.
