Participating on the program Panel Magik on Wednesday, May 20, 2026, Frantz Verella stated that he observes two different approaches in the development assistance provided by the World Bank in the Dominican Republic and in Haiti. Referring to a study he called “Citizens Territories,” he explained that in the Dominican Republic, World Bank projects generally begin with the development of major urban road networks.
According to the former head of the MTPTC, development works in Cap-Haïtien should have started with the city’s two main entry routes: National Road No. 1 linking Plaine-du-Nord to Cap-Haïtien, and National Road No. 3 connecting Quartier-Morin to the city. These routes, he stressed, play an essential role in urban mobility.
