Appointed and installed by the government on June 5, Uder Antoine has been serving as Director General of the Electoral Council, even as the Provisional Electoral Council (CEP) and the Prime Minister’s Office were at loggerheads over the creation of the position, which electoral advisers consider a violation of the Constitution. What is the extent of the powers granted to the new Director General of the electoral institution? To answer this question, Le Nouvelliste examined the provisions of the Executive’s electoral decree.

Article 16 of the electoral decree published in Le Moniteur on June 2, 2026—described by the CEP as unconstitutional—alone sets the stage for understanding the scope of the new Director General’s authority. “The General Directorate is the principal management structure of the CEP. It ensures the coordination and supervision of the Units, Administrative and Technical Directorates, Decentralized Structures, and CEP activities. It manages the CEP’s personnel, movable assets, and real estate,” according to the provisions of the article.
