The Security Council met following the gang attack in Kenscoff, near Port-au-Prince, which left several dozen people dead. Briefings by the head of BINUH and the humanitarian affairs official highlighted the gravity of the situation. Delegations discussed the role of the Gang Suppression Force (GSF), enforcement of the arms embargo and Haiti’s political prospects.
A consensus emerged on the urgent need to strengthen international support for Haiti. Haiti, backed notably by the United States, France and Panama, called for accelerating the deployment of the GSF, along with the necessary financial support, while Brazil stressed that security alone will not be enough. UN officials emphasized that the approach to resolving the Haitian crisis must combine security, humanitarian assistance, political stability and strengthening of the State.
