“Mobile telecommunications operators have demonstrated remarkable resilience in the face of difficult security conditions. As in other sectors, the two main mobile telecommunications operators have dealt with kidnappings, fuel shortages, and disrupted transportation routes in order to maintain their services. Remarkably, sector data indicated continued growth in mobile connections, reaching 10.2 million at the beginning of 2026, covering 6.9 million unique subscribers, with many users owning multiple SIM cards,” according to the World Bank report “Haiti: Growth Pathways Amid Heightened Risks.”

“The unique subscriber penetration rate is approximately 52 percent in Haiti, remaining below that of other countries in the region such as El Salvador (74 percent) and the Dominican Republic (64 percent). Connection quality has gradually improved with the rollout of 4G, which now accounts for approximately 84 percent of all mobile connections. Insecurity may have limited the expansion of 4G coverage to other regions of the country. The 3G network covers approximately 95 percent of the population, while 4G coverage reaches only 72 percent,” according to the World Bank.
