The Fils-Aimé government plans to train 27,000 police and military personnel over three years. The plan is to have 15,000 military personnel and 12,000 police officers, as reported by Le Nouvelliste. "...We are implementing a program aimed at training 15,000 new soldiers over the next three years," said Prime Minister Alix Didier Fils-Aimé during his speech at the UN General Assembly in New York on Friday, September 25, 2026.

"We have chosen to strengthen the operational capabilities of our national security forces. We are recruiting. We are training. We are reinforcing. Through the P4000 Program, we are continuing the training of 4,000 police officers. More than 2,000 have already been trained. A new cohort is expected to graduate from the police academy next November. Meanwhile, over 1,500 new soldiers have already been trained, and we are establishing a program aimed at training 15,000 new soldiers over the next three years. We have also increased the investment budget for our two security forces. Today, our goal is not only to respond to the crisis. It is to build the capacities that will allow Haiti to ensure its own security fully and sustainably in the future," explained Prime Minister Alix Didier Fils-Aimé.
