The president of the Professional Association of Magistrates, Marthel Jean-Claude, presented a diagnosis of the judiciary that has just begun a new judicial year. Invited to the morning show of Magik 9, the investigating magistrate addressed the ills that afflict the system, starting with the shortage of magistrates, precarious working conditions, lack of legal assistance for some detainees, prolonged preventive detention, and weakness in investments. According to APM president Marthel Jean-Claude, these difficulties prevent justice from fully fulfilling its mission and contribute to the decline of the rule of law.
The APM president estimated that the crisis affecting Haitian justice cannot be dissociated from the resources allocated to it. "Haitian justice has never had the means to do its job," he declared, highlighting the gap between the needs of the jurisdictions and the human and material resources available to them.
