In Carrefour, the bandits working for Christ-Roi Chéry alias "Kris la", have adopted a new method of extortion. Following the extortion posts set up on several roadways, the exorbitant sums demanded from both formal and informal businesses, and kidnappings for ransom, they are now demanding money from residents to allow them to enjoy their homes.

Living in Carrefour in 2026 requires a new constraint: paying the sums demanded by the bandits to continue living in one's house. Whether owners or mere tenants, they must comply with this requirement if they wish to remain in the commune. This practice resembles the Contribution foncière des propriétés bâties (CFPB), as outlined by Haitian law. Except that, in this case, it is the criminals who collect the sums under pressure and intimidation.
