It is unclear whether the country is moving towards elections or not. One thing is certain, the latest amendment to the electoral decree marks a setback in the process. The additions and removals made in the third version of the electoral decree render the holding of the upcoming election more uncertain than before. In addition to structural problems such as kidnapping and the control of several municipalities in the departments of the West, the Centre, and Artibonite by gangs, this uncertainty is characterized by the discontent raised within the political class and the international community regarding the new changes made to the electoral decree by the government and the CEP.

Deadlines in the electoral calendar have also been postponed. This makes the holding of the first round of elections on December 13 more hypothetical. For now, the CEP keeps political actors and voters, among others, in suspense regarding the first round of the elections. Uncertainty looms not only over the first round of the vote but over the entire process that was supposed to be completed early next year.
