As all eyes are focused on a multinational force to counter the rising power of armed gangs causing terror and mourning in Haiti, political and civil society actors are calling on Russia and the African Union to oppose the deployment of such a force. In two letters sent to the Russian ambassador to the UN Security Council and the African Union, they describe this force as an occupation force and call for its blockade.

According to these political and civil society organizations, a multinational force will not solve the insecurity problem in the country. According to the signatories of the letter to Russia, the armed gangs causing terror in the country are a "tool for legitimizing foreign occupation." "To prepare the national and international public opinion to accept the unacceptable, the current de facto government and armed gangs are actively and daily mobilized to help reinforce the manufactured chaos that serves as justification for the occupation," they affirmed.
