The Ministry of Public Health and Population, through the Directorate of Training and Development in Health Sciences (DFPSS), conducted a regular session of state exams for the nursing license on Sunday, September 3, 2023. Following this, the MSPP released an explanatory document regarding the conduct of these exams in a challenging security context. Despite a period of approximately three years since the last session of state exams for nursing sciences, the participation rate was relatively low compared to expectations.

According to the Director of DFPSS, Dr. Vladimir Larsen, the MSPP anticipated around 8,000 participants, but ultimately only 3,088 applications were validated for these state exams. Dr. Vladimir Larsen cites three factors that may explain this low participation rate: immigration, insecurity, and neglect by officials of certain nursing schools. "It is certain that many nurses left the country through the Biden program, which partly explains the participation rate compared to expectations," Dr. Larsen points out.
