Economist and CEO of the "Group Croissance", Kesner Pharel, pointed out in an interview with Radio Magik 9 on Thursday, October 12, that less than 40 billion Haitian gourdes represent the portion of domestic funding in the budget earmarked for investment, which is estimated at 117.7 billion Haitian gourdes. He delved into the budget allocation for public investments in the current fiscal year, moving beyond a mere presentation in budget analysis exercises. "Out of the 117.7 billion gourdes allocated for programs and projects, 33.9 billion gourdes will come from the public treasury, the Road Maintenance Fund (FER), and the National Education Fund (FNE). They will complement the internal financing of public investments with an additional 5 billion gourdes. Borrowings and grants will constitute the external funding, totaling 78 billion gourdes," explained the head of the Growth Group.
Furthermore, the economist drew comparisons between the weight of internal funding and that of debt service in the 2023-2024 budget. "It's worth noting that the internal funding, totaling 39 billion gourdes, is less than the debt service, which amounts to 40.3 billion gourdes, allocated for debt amortization and interest payments," Kesner Pharel stated, emphasizing that debt service represents the second largest budget allocation in terms of quantity in the 2023-2024 budget. It was the most significant allocation in the budget of the previous fiscal year.
