The Haitian and Dominican chancellors held talks after the events of November 7 along the border and promised to work to calm tensions pending a solution to the dispute over the construction of a branch line at the Massacre River, the Haitian chancellery said in a statement on November 10, 2023.         

"The Ministry of Foreign Affairs and Cults informs that the Minister of Foreign Affairs and Cults, His Excellency Mr. Jean Victor GENEUS, held talks with his Dominican counterpart, His Excellency Mr. Roberto ALVAREZ, following the events of Tuesday, November 7, 2023, along the Haitian-Dominican border at Ouanaminthe, during which Dominican soldiers, supported by armoured vehicles and a helicopter, are said to have violated Haitian territory, apparently in reaction to what they consider to be a Haitian incursion into their territory", according to the communiqué.
