Without directly labeling its three recent missions in Haiti to encourage political agreement as failures, the CARICOM Eminent Persons Group prefers to cite the "zero-sum" approach practiced by political actors during various meetings. In a statement released on Tuesday, November 21, about a week after their last visit to the country, the CARICOM envoys announced that they would present the parties involved with a draft framework agreement.
"Haiti continues to suffer. The cycle of depredations and violence by armed gangs persists, spreading to new areas and adding to the already high number of victims. Political actors, fully aware of this terrible reality, continue their zero-sum approach to efforts to reach an agreement that would end the prolonged political deadlock, paving the way for the resolution of other facets of the crisis," wrote the CARICOM Eminent Persons.
