This new agreement proposal from the CARICOM Eminent Personalities Group advocates for an 18-month transition period starting from the acceptance of the agreement. During this transition, Prime Minister Ariel Henry will remain in office, and the transitional council will be granted presidential powers to the extent possible.

According to CARICOM representatives, the document emphasizes the need to balance powers among key state officials. This reform involves expanding the existing transitional council outlined in the November 21 agreement. The transitional council, as per the proposal, will have presidential powers to ensure good governance. It will collaborate with the Prime Minister and the Council of Ministers during the transition period to enhance socio-economic conditions, provide security and basic services, protect human rights, promote the rule of law and accountability, and facilitate reforms, creating a favorable political environment for organizing elections as soon as possible.
