The 4th Caricom mission in Haiti concluded on Wednesday, December 13, marking yet another failure to reach a political agreement. Following five days of intense negotiations at the Montana Hotel between the government and opposition parties under the auspices of Caricom's Eminent Persons, no substantial progress has been made. For the fourth time, Caricom envoys are returning home empty-handed, leaving the Haitian political crisis without a resolution.

Prime Minister Ariel Henry's allies oppose a dual-headed executive, and the Montana Agreement snubbed the negotiation table, while other opposition parties failed to unite on a single position during this fourth mission of Caricom's Eminent Persons Group in Haiti. The signatories of the December 21 agreement in power rejected Caricom's proposal to form a transitional council with presidential powers.
