After several months of strained relations and silence, Haitian and Dominican authorities have resumed dialogue on the construction of the irrigation canal in Ouanaminthe. The foreign ministers of the two neighboring countries met on January 9 and 10 in Washington. Both parties agreed on the need to conduct technical studies with the support of a qualified international institution and to continue the dialogue "at the earliest opportunity."
After the talks were interrupted last September, Haiti and the Dominican Republic decided to resume discussions on their disputes arising from the continuation of construction work on the Massacre River canal in Ouanaminthe. "On January 9 and 10, 2024, two delegations led respectively by the Minister of Foreign Affairs of the Republic of Haiti, His Excellency Mr. Jean-Victor GENEUS, and the Minister of Foreign Relations of the Dominican Republic, His Excellency Roberto ALVAREZ, met in good faith in Washington, at the headquarters of the Organization of American States (OAS), to reinitiate the dialogue on the dispute concerning the construction of the Pittobert canal and the use of water resources from the Massacre/Dajabon River," informed a statement from the Haitian Ministry of Foreign Affairs.
