On an annual basis, the effects of strengthening customs measures implemented by the government at the beginning of the fiscal year continued during the fourth quarter of the 2022-2023 fiscal year, according to the monetary policy note from the BRH obtained by Le Nouvelliste on Tuesday, January 23, 2024. "Despite sluggish economic activities, the collected revenues exceeded the targets of the 2022-2023 budget. Thus, they grew by nearly 60% compared to the same period of the previous fiscal year," according to the monetary policy note for the fourth quarter of the past fiscal year.
"Moreover, the available resources for the fiscal year amounted to 340,246.4 MG, including 172,629.4 billion gourdes (MG) in tax revenues (compared to the projected 164,058 MG). These, contributing 51% of the total resources, grew by nearly 50% annually due to the performance of customs revenues (60,824 MG against the projected 37,948.5 MG). Other resources were strongly boosted by the proceeds from the issuance of treasury bills, with a total outstanding amount of 151,186.08 MG4. Similarly, the management of state expenses kept them below the programmed level in the budget, totaling 178,343.05 MG from October 2022 to September 2023, compared to the programmed 217,565.6 MG." Total disbursements amounted to 338,342.87 billion gourdes by September 30, 2023, said the BRH, emphasizing that "consequently, budgetary and cash operations resulted in less reliance on BRH loans." "This resulted in a monetary financing of 17,249.46 MG below the threshold in the 2022-2023 budget (34,304.10 MG) and a significant decrease compared to the 49,501.5 MG in the previous fiscal year," according to the BRH.
