The Biden administration has ordered the disbursement of $60 million in aid for Haiti. According to the Miami Herald, the majority of this funding will be allocated to equipment and training for a multinational police force led by Kenya to assist the Haitian police in combating gangs. President Biden's decision was announced moments after the outgoing Haitian government issued a decree creating the Transitional Presidential Council.

The Biden administration, which supports the deployment of Kenyan police officers to assist the Haitian police in combating armed gangs causing chaos in the country, has faced obstacles in Congress despite a promise to provide $300 million for the mission. To circumvent some of the obstacles, President Biden utilized a little-known executive power called Presidential Drawdown Authority. This authority was established under the 1961 Foreign Assistance Act, and Biden used it to bypass Congress's resistance to funding weapons for Ukraine.
