It's been a while since meetings on Haiti have multiplied at the UN Security Council. At these almost mimetic gatherings, alarming rhetoric depicting tragedy and a serious security and humanitarian crisis abounds. These "concerns" are often reinforced by reports from BINUH and UN agencies. After months of classic confrontations between the USA, Canada, France, the UK on one side, and China and Russia on the other, the Security Council approved the deployment of the Multinational Security Support Mission in October 2023. However, there remains a significant gap between the words, promises of funding for this mission, and concrete action having an impact on the lives of the Haitian population.

There is a need for confirmation of promises, particularly since the metropolitan area of Port-au-Prince has plunged into unprecedented violence. According to a UN dispatch, Maria Isabel Salvador, at the meeting on Monday, April 22, 2024, "asked the international community to confirm promises regarding this deployment."
