Rameau Normil is the new interim Director General of the Haitian National Police, replacing Frantz Elbé. The decree of his appointment was published in the official journal, Le Moniteur, on Wednesday, June 19, 2024, and made public early Thursday, June 20. Normil, who will be installed on Friday, June 21, will take the reins of the police institution for the second time. His first tenure was marked by a long period of "peyi lòk" (country lockdown), a resurgence of kidnappings, and the emergence of the "Fantom 509" movement from August 2019 to November 2020.
In a press conference this Thursday, Garry Conille was asked about the reasons for this leadership change. "In concert with the Presidential Council, we decided to make a change at the head of the police because we felt it was time to inject new life and energy into the institution. Addressing the challenges related to insecurity is a collective responsibility. That said, the population must feel involved in the effort to restore security. This new energy and freshness at the head of the police will enable better communication between the population and their police," Conille said.
