The Permanent Council of the Organization of American States (OAS) held an extraordinary meeting on Tuesday, October 8, 2024, to discuss the situation of Haitian migrants in the Dominican Republic. The meeting took place at 3 p.m. in the Simon Bolivar Room, as announced by the OAS on social media. Haiti's Permanent Mission to the OAS requested the meeting following instructions from the Haitian Foreign Ministry.

In his address, Haiti’s representative to the OAS, Gandy Thomas, noted that the forced mass deportation of Haitians from the Dominican Republic violates fundamental principles of human dignity. "Despite progress in human rights across our region, we are unfortunately witnessing serious violations of Haitian citizens' rights in the Dominican Republic, often as they seek safety or better opportunities. In October 2024, we are disheartened to see that the fundamental rights of Haitian migrants continue to be violated. What is currently happening in the Dominican Republic is alarming for the entire region. On October 2, unexpectedly, Dominican authorities announced a plan for the mass expulsion of Haitian migrants, with the stated goal of deporting 10,000 people per week. This figure is troubling, and it is saddening to note that this plan is already underway. The Haitian government is deeply concerned about these authoritarian and discriminatory migration policies, which also fuel hateful rhetoric against Haitian migrants," said Ambassador Thomas.
