Under Prime Minister Didier Fils-Aimé, Haiti embarks on the third phase of its post-Jovenel Moïse transition. The first two phases, led by Drs. Ariel Henry and Garry Conille, are widely seen as failures, marked by wasted time, energy, and resources, alongside a surge in violence. The growing territories controlled by gangs in the metropolitan area of Port-au-Prince and several provincial cities underscore the shortcomings of the Henry administration and the CPT/Conille leadership.

While the international community may have ousted Ariel Henry amid the country’s gang-induced paralysis, the Transitional Presidential Council (CPT) used a power move to remove Garry Conille from the picture. It remains unclear what role the international community played in Conille’s dismissal—despite being viewed as its protégé—or in the appointment of his successor. What is certain is that Didier Fils-Aimé was swiftly appointed and installed as the new Prime Minister. He is the third head of government since the transition began following Moïse’s assassination in July 2021.
