A report by the United Nations Integrated Office in Haiti (BINUH) and the United Nations High Commissioner for Human Rights (OHCHR) criticized the response of the Haitian National Police (PNH) before and during the early hours of the armed attacks on Kenscoff. According to the document, despite being alerted, the PNH took no measures to prevent the assault by criminal groups, which over a two-month period resulted in 262 deaths.
"The sequence of events in Kenscoff appears to indicate that the security forces initially failed to take appropriate measures to prevent the first attacks or to ensure the rapid deployment of specialized police units, despite receiving information indicating an imminent threat posed by gangs. However, after learning of a possible gang attack in the area, the few officers stationed at the Kenscoff police station took some steps to detect the possible arrival of gang members. In particular, they set up three checkpoints: at the Maroka intersection, in front of the police station building, and at the Fermathe intersection," the document published Monday, April 7, 2025, states.
