François Mitterrand once wrote that posterity most often disregards transitional leaders. I would add: especially when they are transitioning toward nowhere. The Presidential Transitional Council (CPT) lacks the vital energy to contradict this astute observation by the former French President. Everything suggests that the CPT is on an extended mandate to fulfill the obligations of the April 3, 2024 Agreement. Everything that is done—when it is done—moves at a pace far removed from the one dictated by that agreement.
Article 31 states: the sessions of the National Conference shall be initiated during the transition period, following the installation of the Steering Committee for the Constitutional Review, and shall continue over a period of nine months. As for Article 32, it is even more explicit: the constitutional issue shall be addressed as a priority by the National Conference, and all proposals for the constitutional revision must be finalized within three months after the Steering Committee is installed.
