The General Assembly of the Organization of American States (OAS) adopted, during its fourth plenary session on June 27, a resolution calling for the “urgent implementation of concrete solutions to resolve Haiti’s institutional and security crisis.” The 17-point resolution was adopted during the 55th regular session held in Antigua and Barbuda from June 25 to 28, 2025. In its preamble, the General Assembly emphasized the urgent need for coordinated action and additional support for Haiti’s national security forces and the MSS mission in order to enhance their effectiveness. The assembly also expressed concern over the alarming number of deaths and instances of systemic sexual violence, as well as the high exposure of children and adolescents to this violent dynamic.
As a result, the Assembly decided “to urgently call for effective coordination of inter-American and international cooperation in Haiti, among multilateral, regional, and bilateral actors, to respond in a consistent and sustained manner to the major challenges faced by the Haitian people; to urgently urge Member States to intensify their efforts to implement concrete and effective solutions to the severe security, political, and humanitarian crisis in Haiti, within the framework of the OAS Charter; to support the work undertaken by Haitian authorities to restore public order, facilitate the delivery of humanitarian aid, and create the necessary conditions for the holding of free and fair elections; to strongly invite Member States to support, according to their capacities, the MSS mission in Haiti, including through the United Nations Trust Fund, and to commit to strengthening the operational and institutional capacities of Haiti’s national security forces through material and in-kind contributions, via existing mechanisms, including the SECURE-Haiti program,” the resolution states.
