A weak economic growth rate of around 0.3% is projected in the budget framework letter from Prime Minister Alix Didier Fils-Aimé for the 2025–2026 budget project. Through this letter, recently published on social media, the head of government sets out the macroeconomic forecasts for the 2025–2026 fiscal year. In addition to GDP growth, the Prime Minister anticipates that the inflation rate will not exceed 23.4% by the end of the fiscal year in question. Tax pressure will remain at its current level of 4.4%. The head of the Primature is already forecasting a tax pressure of 5% for the 2026–2027 fiscal year.
“There will be no monetary financing, and the issuance of Treasury bills on the local market will be limited to 25 billion gourdes. Over the next three years, we will see how to collect more money and enable the State to spend better and more transparently. We will make efforts to increase spending in the departments,” promised Alix Didier Fils-Aimé in the budget framework letter, which should be published, according to the budget cycle, as early as November 2025 to the heads of ministries and public institutions. Security and the organization of elections will be the two main priorities of the upcoming budget.
