The commune of Pétion-Ville has become a refuge area while several surrounding municipalities suffer from the violence of criminal groups. The majority of residents, businesses, public institutions, as well as schools and universities, driven out of downtown Port-au-Prince or from lower Delmas, have taken refuge on the hillsides of Coupe Charbonnière. This represents an enormous challenge for the municipality.

In an interview with Le Nouvelliste on Monday, September 1, 2025, interim executive agent Kesner Normil indicated that his administration is doing what it can to hold on. “We are under heavy demand. We are bearing the burden of the security crisis in Tabarre, Croix-des-Bouquets, Delmas, Carrefour, Port-au-Prince, and Kenscoff. Consequently, we have established a plan with my two deputies and the director general of the town hall to address sanitation and security problems,” explained Mayor Normil.
