The Provisional Electoral Council (CEP) must manage, with transparency and an increased concern for efficiency, the financial resources made available to it in order to organize credible elections as soon as possible. Prime Minister-President Alix Didier Fils-Aimé, for his part, must provide the necessary means, create and preserve the security conditions and the political conditions indispensable for holding the vote.
With only a few days left before the month of June, the sixth month of the year, a first progress assessment is emerging. Regarding the draft budget, described as a “sticking point” according to Fils-Aimé, an appropriate method has been found to move forward. There has been a budgetary arbitration process. This arbitration, carried out jointly by the CEP, the government, and international partners, constitutes progress. This method, to a large extent, guarantees a minimum level of transparency in the process, even though, ultimately, it will be up to the government to make the final decision.
