Observing that their leaders and aspiring leaders do not address the essential issues, namely economic problems and social problems, and do little to act on them, Haitians feel, with disdain and anger, that the ills from which Haiti suffers are not only insecurity and impunity, poverty, corruption and exclusion, but also incompetence or, worse, the absence of programmatic conviction among its propertied and governing elites. The post-Jovenel Moïse transition is being managed both by the political class and by the private business sector, which played a decisive role through President Laurent Saint-Cyr in keeping Alix Didier Fils-Aimé in power. And it is important to deliberately recall this! What is troubling, once again, is that there is no longer any felt need to involve voting citizens in decisions made in their name. God knows how little our provisional leaders care about the state of public opinion, which is expressed on social media with so much astonishment and anger. The still factual assessment of the electoral process is certainly a source of concern and deep controversy regarding the disconnect between the decree—its third version—and the calendar—the first round initially scheduled for August 30, 2026, then postponed to December 13, 2026. Everything seems designed to make the electoral process inoperative in many respects!
Since the post-Ariel Henry period, opponents of those in power and candidates of all kinds have fervently taken turns denouncing certain articles of the Electoral Decree revised by the provisional government for political purposes—Article 153, composed of 26 paragraphs, and Article 130, which requires every approved platform or structure to submit a list of 30,000 members, adherents or supporters, in particular—as well as the Electoral Calendar, which they consider unrealistic and unenforceable. Both sides denounce the troubling example of the CEP’s improvisation, notes Claude Joseph, who signed the National Pact for Stability and the Organization of Elections, and the incompetence of the team in power, adds Himmler Rébu, produced by this dreadful mixture when it becomes deeply intertwined, or by scandal. This is an explosive electoral process, in which so much confusion and dissatisfaction—the technical failures of the online registration system for the 30,000 members, the excessively short period devoted to the electoral campaign, the lack of transparency in the voter registration process launched on July 20, 2026, which risks depriving a large majority of our fellow citizens of their right to vote—along with massive fraud and the diversion of public resources—the scandal surrounding the alleged or actual sale of data and the racketeering surrounding the issue of the 30,000 members—are also capable of preventing the holding of transparent and credible elections for reasons of communication, neutrality, inclusion and trust. The trade in fake/real Dermalog cards resembles a fragmentation bomb. Published on August 31, 2026, following a series of consultations with approved political groupings and parties on the dysfunctions of the electoral process, the Prime Minister’s Office press release summarized with great precision all of the difficulties and irritants identified, to which the CEP must give immediate attention in order to avoid a new electoral crisis.
