About two weeks before the opening of the judicial year across the country, the situation of many justice of the peace courts remains unchanged. In around ten justice of the peace jurisdictions, the administration of justice has been paralyzed for more than a year because of armed gang violence. These gangs are silencing the justice system, one of the safeguards of democracy.

In the municipality of Carrefour, which has more than half a million inhabitants, the fate of citizens still appears to depend on the security situation imposed by the group led by gang leader Krisla, which has completely controlled the municipality for more than two years. The justice of the peace court remains dysfunctional. The police station has no police presence to fulfill its role as an auxiliary of the justice system. The presence of the State in this part of the country has completely disappeared.
