The ULCC has released an executive summary of the investigation report conducted into suspicions of corruption involving Mr. Jean Willy Lazarre, the supervisor of the Passport Reception and Delivery Center located at the Delmas 33 police station. According to the report, Lazarre extorted amounts ranging from forty-five thousand (45,000.00) to fifty thousand (50,000.00) Haitian Gourdes in exchange for issuing passports.
Based on an article published in "HAITI 24," the ULCC decided to initiate an investigation, which uncovered corrupt practices by Supervisor Lazarre. The ULCC's investigative commission was able to verify the existence and authenticity of the summons served to Emmanuel Dorma Louis and Florendina Jean by bailiff Orelus Tepson. The summons demanded a payment of "one hundred twenty-two thousand five hundred (122,500.00) Haitian Gourdes" within "three (3) consecutive days," excluding "other procedural costs," with the proceeds going to Mr. Jean Willy Lazarre. The report clarifies that the mentioned amount in the bailiff's document includes two components. Firstly, it encompasses the remaining balance of "one hundred thousand (100,000.00) Haitian Gourdes" from the total amount of "two hundred twenty-five thousand (225,000.00) Haitian Gourdes" that the couple had agreed to pay to Mr. Lazarre for the "production of five (5) passports, as per their agreement." Secondly, it comprises a sum of "twenty thousand (20,000.00) Haitian Gourdes" representing the fees of the prosecuting attorneys, and finally, a sum of "two thousand five hundred (2,500.00) Haitian Gourdes" for the cost of the bailiff's service. Therefore, in accordance with the summons, Mr. Lazarre had already received a payment of "one hundred twenty-five thousand (125,000.00) Haitian Gourdes" from the Louis couple.
