From one negotiation to another, Haitian political actors and those from civil society have remained steadfast in their positions. There is no flexibility on either side. Whether in Kingston or Port-au-Prince, the efforts of CARICOM to bring Haitian actors together in order to end the crisis have proven futile. Most of these actors also oppose any external initiative to help the Haitian population, who are being held hostage by gangs, food insecurity, and their consequences.

CARICOM emissaries returned empty-handed after their recent visit to Port-au-Prince in an attempt to reconcile the conflicting positions of political party leaders, government representatives, and representatives from society who have joined the negotiations. Some actors who speak to the press acknowledge that they have failed in their attempt to reach an agreement as a solution to the crisis. Each side blames the other. What is certain is that the country woke up on Monday without an agreement to end the crisis. Prime Minister Ariel Henry did not respond to the request of those who want to replace him with a five-member presidential college. The Montana Agreement and company reject the offer from Ariel Henry's team to join the government and other structures like the HCT.
