Constructora MAR S.A. is the first and only firm currently on the blacklist of the National Public Procurement Commission (CNMP). The reasons for the sanctions imposed on the Dominican firm are outlined on this blacklist, which is available on the CNMP's website. "Constructora MAR S.A. is excluded from public procurement for a duration of two years, from March 1, 2023, to February 28, 2025, across the national territory, due to non-compliance with the provisions of the contract and service orders."
This Dominican firm, known as Constructora MAR S.A., had signed a contract with the contracting authority, the Bank of the Republic of Haiti (BRH), for the construction of the Convention and Documentation Center at the corner of Pavée and Quai streets. According to CNMP Coordinator Florient Jean Mari, the awarding of this public contract was in line with established rules and standards. However, the Dominican firm, Constructora MAR S.A., had subcontracted another firm, TEBO S.A., to carry out the construction works.
